    Is there any reference out there correlating C-clamp (hog ring) size to shock cord size?   I want to loop some shock cord but need to know what size so that they can be safely seized.    My google-fu comes up empty.

    Check the APS site.  The items are called Shock Cord Hog Rings.  They have them in a variety of sizes.
